Steps to get HRD attestation on VTU certificate from Belagavi

I have been through the long and painful process of obtaining the HRD and attestation on my engineering certificate. Please go through the article where I have tried to detail each step that will make your process hassle-free.

Where to apply?

All Documents issued in Belagavi division can get HRD attestation only from this office.

The candidate needs to submit the document in person or through an authorized representative at  the Regional Commissioner Office, Belagavi (http://www.regional-commissioner-belgaum.gov.in/)

List of mandatory Documents

1. Certificate to be attested (Orginal + 3 xerox copy)
2. Passport (Original + 1 copy)
3. Adhaar (Orginal + 1 copy)
4. Offer letter by the employer / Admit letter by the University/ College (If you haven't received the admit letter submit the application receipt) (Original + 1 copy)
5. Two Challan for INR 300 and INR 10 (details are given below) 
6. Demand Draft/ DD of INR 500 in the name of  "Finance Officer VTU, Belagavi"

Procedure

• Try to reach the office by 10 am, ask the people around there they will guide you to Room No.17
• The officer there will provide you with an application form to fill, finish it and give him the documents 1 to 4 for verification (except challan and DD)
• He will then ask you to get the challan and DD
• You can now go out take challan online or from a nearby internet cafe and DD from any nearby bank (SBI nearby will be mostly crowded and might take up to 1.5 hrs hence go to PNB, Canara or other banks that are close by)
• This will consume time depending on the crowd outside, Hence I would suggest having both these things done before reaching there
• A very kind lady in that office told me that the officer who verifies the document will be pissed if you tell him that you already have Challan and DD. So if you already have these documents go out for a tea and come back after 30 min😊
• On submitting all the docs the officer will give an acknowledgement slip with an application number that you can track on the website link given at the beginning.
• Easily it will take more than 10 working days so go back relax and keep checking the website.
• If you are running short of time, call the office telephone number and ask for updates. Even if your attestation is ready they will update the website only after 1 or 2 days.

How to get challan for HRD attestation Karnataka?

• Go to the portal -> https://k2.karnataka.gov.in/K2/index_en.html
• Click on "Services" -> "Generate Challan"
• To fill out the details for challan read the last 2 pages of Instructions provided in http://www.regional-commissioner-belgaum.gov.in/english/auth_attest.html 
• There are 2 different challans of INR 300 and INR 10.

Cheap place to stay in Belagavi near RC office

I took a bed in Hotel Manmandir A/C dormitory Beds Belgaum, cost me INR 250 for 24 hrs, Clean toilets and hardly 1km (10 min) walk to the RC office. I would suggest this place for bachelors who are planning to be in Belagavi for just 1 day.
